MMC Console (User Mode) : "full access" vs "limited access, multiple windows"

Could someone tell me what really is the difference between the two mmc user modes ("full access" vs "limited access, multiple windows") ?


I did create a MMC console for each of the options. The only difference I saw between them is : the "New Window" submenu does not exist under the "Window" menu (in "limited access, multiple windows" mode). However ; "New Window from Here" does exist under "Action" menu and it does what "Window->New Window" action was supposed to do.
