ESS and BSSID

Would a single ESS be able to use just one BSSID on all APs? From what I understand that is how zero-handoff works on systems that actually support the feature. In a Cisco setup, for each ESS, would you have a BSSID for each SSID, per AP, just up to however many SSIDs each radio can handle AKA the max number of MAC addresses each radio has?
