Router - interface status codes

In the ICND 100-101 offical cert guide it says that typically 'Line Status' = layer 1 and 'Protocol status' = layer 2. In Chapter 15 it gives a table which shows what the status codes mean on a router saying "Down Down" = no cable and "Up Down" = Data link problem.
On my 1841 router with default config, if I issue a 'no shutdown' on one of the FastEthernet ports without a cable plugged in I get "Up Down" until I plug something in thats switched on. According to the cert guide shouldn't it be "Down Down" if theres no cable?
Now I'm not sure how I'd answer this if it came up in the exam. Can anyone explain whats happening?
