If I created a loopback (lets say 1.1.1.1) interface on a router, should a desktop connected on another subnet (lets say 192.168.1.0) be able to ping 1.1.1.1 ?

Assuming that the desktop and subnet 192.168.1.0 are both directly connected to the same router as the loopback interface. Then yes, you should be able to ping it from the 192.168.1.0 subnet.
