can nat work without ip nat inside or ip nat outside

I cant believe a nat works without these commands?
i have static nats on a router like this:
ip nat outside source static 172.16.8.168 172.18.197.168
and you can ping the 172.18.197.168
and if you remove this statement from the vpn router, you cannot ping it anymore so it is working but how
if there are no interface ip nat inside and ip nat outside commands applied anywhere?
but if i take it out above it don't ping anymore ? so what the heck is the diff betweeen ip nat inside and outside? no clue
how can nat inside our outside work without applying the commands to the interface??

I'm pretty sure it won't work unless you add the nat commands to the interfaces. How else would the device know which is "Inside" and which is "Outside".
Also where are you sending the ping from?

from LAN to WAN..i dont think it works because when I sniff the vlan before the vpn tunnel I see no inside addresses heading towards the vpn router. I think it is old configs..thanks for you help man appreicate it
