Depends on the company. Could be the same thing.

It's really hard to say. Try and compare the job descriptions, it's hard to define a role with only titles.

Pre sales i would assume you provide some kind of technical support in answering questions or concerns clients might have before purchasing and Technical consultant is support after purchase but like others have said compare the JD.
