I don't get why sw2 is only a cost of 4. if you add a cost of 99 at the link? why it is 4?

Looks like a typo. I'm guessing that they circled the FastEthernet port to point out that it is running at a different speed and therefore has a different cost (which should be 19). That's where they got the 4+19 on Switch 2. Also, there's a good chance that I am wrong, I just started studying STP a couple of days ago.
