Loading IOS via TFTP through a switch

Hey all,
While doing some labbing i notice that i can load a fresh IOS image in rommon via TFTP/tftpdnld when directly connected from server to router, but i timeout when going through a switch and i can't figure out why? This is in Packet Tracer 7.0

PT 7.0 has more bugs then a NYC Hotel. I have no clue how it past QA testing. You cant even change the back ground color of your terminal window.
