Acessing Network properties

I want to acess the properties of the Network Connection in XP Pro SP 2 and I keep getting this error " You do not have sufficient privileges for accessing connection properties. Contact your administrator. The user account I am logged on with is a member of the administrative,power user,and Network Configuration groups.

How can I resolve this.

    We usually turn off that ability in a GPO on a network so an average user like yourself can't go exploring. icon_rolleyes.gif

    But they have made the policy affect all users. (hence, no admin)
