or the default gateway of the end device ?

With a new Network, you'd install the infrastructure (the cabling, Switches and a Router) before any end devices, so I'd say that answers the question.
If it's an existing isolated Network that, for whatever reason, now needs to connect to another Network, then you'd already have the infrastructure and end devices, and need to add a Router. If the designer had planned ahead, the default gateway would be the first available Network Host Address, which could then be assigned to the Router.
