Why do "Shared Mailboxes" not need a email license ?

If I remember correctly, a shared mailbox does not need a license assigned to it only if it remains under 50GB. If it exceeds that storage amount, a license will be required.

For a user to access the shared mailbox, their account would be using a license already. Just my guess on the reason.
