Are Braindumps cheating ??

Sorry I have no practical experience of Braindumps, just a quick look at some of their web sites yesterday. I have always used Measure-Up and Transcenders.
I heard a comment on a forum recently that "Braindumps were actually cheating" and you should steer clear of them like the plague.
Other comments were made about them misleading you, and you could memorise wrong answers.
But what about the claim - if you use them you are "cheating" ?
Are they really supposed to be actual exams that people have sat, then gone out, written down the questions and then made this their practice exam ?
Like people views on this, if you have time, please.
