Is Gratis Exam legal?

A friend told me about gratis exam and how they offer practice exams. Is that site legal or is it a brain ****?

    It's a VCE **** site. Don't bother with it. I've looked at a few PDFs of the **** in the past and they are all over the place. I definitely wouldn't trust any of them to pass an exam. And if you're just memorizing answers to pass exams, you're not going to be a competent sysadmin anyway, are you?
