i believe DR is part of BCP and the primary purpose of Electronic Vaulting is Backup, Backup is primarily used for restoring in case of failure. so it really depends on how the question is posed. but the better answer should be Disaster Recovery.

i always say to myself the technical side of things, which would include electronic vaulting, is DR. get the company systems back up & running after an incident. let the business-side take care of their stuff as part of the "B"CP
