That's not exclusive to Amex, you just have to shop around for banks that don't suck.
    USAA is pretty good at fraud. I already got a temporary 2000 back. They already sent me a new card and stuff.

    Your bank should repay you if they are FDIC insured. I am not sure about credit unions.
    Your credit card company would repay you as well.

    If the store has cameras, they should give the footage to the police... from there it may be a loss unless the person has priors.

    As I learned (the hard way) they really don't even care about small losses like this. It's a drop in the bucket to them and not worth the effort. In my opinion, that sucks, but it's just the way it seems to be now.
