Boson CCENT 100-105 question

Does anyone understand this who could explain it to me? It seems that the packet is already sent when the ACL list is being applied. How can that be? I attached the question with the correct answer highlighted.

Since the ACL is outbound and applied to FA0/1 the packet needs to get to FA0/1 before the ACL is checked.
Can you elaborate a bit more on your question if that doesn't answer it?

I guess the word "routed" doesn't mean being sent. My understanding or confusion was that the packet was being checked against the ACL after being sent, which wouldn't make sense. Thanks for your help.
