block vs stream ciphers

what do you guys think comparatively.... what has a more general purpose use and is typically more secure and or does that kind of logic apply or is it very situational?

tkip = rc4 stream cipher with IV and AES = 256 bit block chain with 48 bit iv

is it more secure because of the higher bit size and the block chain method?

RC4 has been deemed insecure: https://support.microsoft.com/en-us/help/3151631/rc4-cipher-is-no-longer-supported-in-internet-explorer-11-or-microsoft

AES CTR mode is considered the secure way to go.
