This is an extract from CSA v3.0. What does this mean? Can somebody please help me understand,

When planning to use claims-based authorization, an enterprise should consider:Type, surety, freshness, and quality of the claim (if the claim is cached outside of claims provider then the freshness of the claim is lost).
