Looking for new job, currently in contract role

I'm 18 and work on the service desk for the local government. I joined about 5 months ago. Everyone service desk are temps on contracts. They are currently in the process of being outsourced to a company I have worked for in the past. I do not want to work for this company again. I'm currently looking for a new job, however we are extremely understaffed and would feel guilty handing in my notice and leaving. However, I know that I need to find a new job before the our sourcing takes place. Any advise on this situation? Thx
