Wildcard mask

I am basically a caretaker for a network someone else setup, using 3550 multilayer switches.
Some of the switches have ACLs, and he's using some wildcard masks that make no sense to me.
0.0.251.255
0.0.0.9
From my study, those would equate to non-valid subnet masks of 255.255.4.0 and 255.255.255.246.
I asked him about this but he was evasive.
How is he getting away with this?
