If you have a computer connected to a switch no gateways or wizardry. Can you still assign a static I.P?
Could I run a DHCP server on this host?
Would setting up a DHCP server on this host work? Would it be capable of handing out IPs to anything I plug in this switch?

The answer is yes to static IP's. Also yep you can setup dhcp it will work fine on that host.
I making some progress on your setup in my lab. I'll post about it in your other thread in a bit.
