ECSA Eligibility

If I'm reading EC Council's site correctly (and one never really knows with EC Council), it looks like you have to pay $100 and file an eligibility request to take the ECSA exam, even if you've already got a CEH. Doesn't make much sense since they require the same process for the CEH. if they just want an extra $100, it would be better to tack it on to the exam cost.
