CIW Certs?

I want to learn more web development skills and I was thinking about CIW certifications.

For those who have experienced studying for one of these CIW certs I would appreciate your input on it. Is it beneficial, is it a scam, etc.?

Also, what other approaches would be good to learning substantial web development skills.

    Are they still updating the exams? I think they were purchased by someone a few years ago and there might not have been any updates since then.
