DR and BDR

How do you tell which router will become the DR and which will become the BDR.
Is it based on the ip address or the layout of the network.

highest interface priority in that ospf area
highest loopback ip address
finally by the highest ip address on the router

depending on the network topology if an election takes place..

That's it and when priority is set up in the config, this setting is pre-emp
