Trouble getting my Voucher

I Live in South America (Guyana) and have been trying to purchase my network+ voucher for the past week. I keep getting an "Auth and Capture was declined" error at checkout. My banks are saying it not their problem and CompTIA's helpdesk cant give me a proper answer. My question is are there any other International students here and is there anyone else having this problem?
