more DR and BDR questions

In siemester 3 ccna, the end of module 2 quiz has a question about Dr and BDR. it is the third question and it shows a network diagram and asks what will be the result of DR and BDR elections. i chose the highest ip address on each router and got 2 right and 1 wrong.
if someone knows the one i mean could you please explain why router RTC isnt the DR of that subnet.

Does the router in question have a loopback address assigned to it? If so that could be your problem. It's also possible that they have altered the priority from it's default of 1 to 0, In which case the router will never be a dr/bdr for a segment.
