If you get Network/System experience from overseas like Japan

If you start your career in network/system in Japan, and that's all the experience you have, and if you come back to the US would that experience count as experience or would it not count?

I see a lot of jobs in US requires 2-4 years of experience.

Any "working" experience counts, especially over seas work, because it shows your willing to travel and take on tasks outside your comfort-zone.
