Access to CyberOPs labs

I am wondering if it is possible to have access to cyberops labs.
I am mainly interested in labs that usually consist of Ubuntu, Kali, Windows, Security Onion, a Cisco router, etc. The idea is to learn a topic, say attack vectors, fire up the lab and go and perform the attacks on a vulnerable machine. And for learning about IDS, fire up SGUIL and ELSA, and BRO, and Wireshark, and see what your attack looks like from an analyst perspective.
Does anyone know if cisco provides access to these labs or if they are available free or for some cost anywhere else?
