Last known good configuration, When?

I have read two different answers as to when a Last Known Good Configuration is created. Is it after a successful Log on or after a successful log off? Practice tests and books are giving different answers. What is Comptia looking for?

Taking OS Thursday morning and will finally be completed. Hopefully!

Just want to make sure I have all my ducks in a row.

It is after a sucessful log ON. This is why it is useless to use it if you have already logged on to a failed system.
