Spare Exam Voucher

Hi - I purchased whole ITIL Expert package but already had Service Transition Certificate. Now my training institute have issued all Service LC vouchers. I tried to replace the ST with SO (because I failed SO); but peoplecert and training company is refusing to swap. Any idea what I can do ? Here I will pay $350+ for new certificate and this one will go wasted..
