EIGRP Feasible Successor Question

I am confused on this question. I thought that 4 routes would be used and I am not sure why the path through router C can't be used. The explanation doesn't say why. I understand the concepts and how variance works, just don't get why the route through router C can't be used. Please help me and I really appreciate all the help so far.

Router B feasible distance is the same as Router C advertised distance.
