Inconsistent address and mask

I'm attempting to set up static routes in my network on packet tracer and they all seem to work except routing to one specific router.
Network: 192.168.1.0
Mask: 255.255.254.0
Next Hop: 192.168.4.129 (Port on router)
There are 350 hosts on the 192.168.1.0 network and I used a /23 as part of VLSM
Why is this mask not consistent with address?

That outside of the IP scope of the subnet. /23 is 512 address.
