Are you able to format a dynamic volume in FAT, FAT32 using Disk Manngement? Or do you need to execute the Format command at the command line?

You can format using the Disk Manager. It will allow any format valid for the partition size and drive type that W2K3 supports.
Oh, and as long as the partition is not actively being used as a system or boot partition. It won't let you cut the branch off the tree if you are sitting on the wrong side of the branch.
