Does IS-IS operate at layer 2 of the OSI model? Being a routing protocol I figured Layer 3. Does it have something to do with CLNS?

    CLNP is a network layer protocol. CLNP offers the interface between the CLNS and the upper layers. CLNS provides network layer services to the transport layer through CLNP.
