Question

If the switch is unable to load the config from the flash, will the switch begin acting like a hub or will it be considered unusable until the config is loaded??

It can't act like a hub because the ports aren't electrically connected. Do some research on config-register to see what steps it does when it can't load from flash depending on how you have it set.

hmm.. does it have a bootable image on it also does it have the image file in the boot statement?

and do a dir flash:

mmmm...config is located on the nvram and IOS or CATOS on FLash

so, if the switch can't get the config from the nvram simply it works as a multiport bridge. On the other hand, if it can't load the IMAGE from the FLASH you will be prompted to the rommon that has i lil' IOS.
