transport/packets?

Sorry if I am posting a lot of question here, but this is the first active forum for net+ I have found an I am t-minus a couple of weeks until my test. a lot of questions, in my notes.
Here is the question, verbatim from a testing program
"Which protocols make the delivery of packets the responsibility of the transport protocol? "
1) TCP 2)UDP 3)IPX 4)SPX 5)AppleTalk
I have never thought of IP/IPX passing, the responsibility, upwards. I thought they took care of it, FOR the other layers. Anybody have a good explanation, in these terms?

TCP, UDP, and SPX are the right answers.
IPX is connection-less Layer 3 protocol
