AD Structure question

i know this is probs a very open question. but what is the best way to structure your Active directory? i dont know much about AD but what im trying to say is the structuring with OU's etc. like say if i was setting up a new domain would it be best to create OU's refering to the company departments? or would it be best to create OU's for each level of user?

It's pretty lengthy, but AD is a big subject with lots of things to consider.All things are possible, only believe.
