It usually means something bad has happened to the switch (it failed POST -- power on self test).
Could be corrupt software. Could be some hardware failure.
What does the console show? What kind of switch?
The note for several switches in the Cisco Docs about post failures:
"POST failures are usually fatal. Call Cisco Systems if your switch does not pass POST."
But they then go on to mention different things to check if you happen to be lucky (corrupt software) vs unlucky (hardware failure).

Type in "sh post" in privileged mode. This will tell you if you have a POST failure, and what the failure is.
