translation rule

in our production routers, I have rule / / / / pattern.

Some of the pratice exam has format of

translatio-rule x
rule 0 ^0... xxxxxx

Can someone please point me to URL that explains this setup?

I thought

0 will be discard and whatever 3 digits will be appended to the end of the pattern.. am I wrong?
