handing out resume question

I have my resume and a cover letter all done up. Someone said give me a copy and they will give it to there boss. What is the best way to do this should i put it in some kind of folder or what is the most presentable way to give it to him. Also when doing a cover letter and your not sure of a contact name who should you address the letter to.

I think a plain manilla envelope or folder would be sufficient for delivery.

On the cover letter question - why don't you know to whom it is going? I would go the extra mile to find out.
