How To Prevent Users Copying/Moving Files

I am wondering how to stop users from copying or moving files from windows 2003 server to their computer? they should be able to only open and run files on server? This is in a workgroup environment. Thanks for help.

What kind of files?
You might try giving them only list and execute, no read. Haven't tried it myself though.

Most are just word documents and excel sheets. I found about an add-on called Windows Server 2003 Rights Management Services. Apparently once installed, it allows to go into each indivudal office 2003 file, and under the properties set it so users cannot copy it to their hard-drives from the server. If this really works this is what i might try. Has anybody already tried Rights Management Services? If so please let me know how effective it is, thanks.
