first time I've heard of this software...

it seems to be a network monitoring tool that is written in Perl.
Perl is a server-side programming language, meaning the program (in this case MRTG) is compiled and executed on the host.

MRTG is an old network graphic software tool. Perl is what the scripts are written in to query the SNMP enabled devices. The best "free" tool for network graphing by far is a program called "Cacti" that uses RRDTool. You can find out more by visiting this site:

I've used it many times and introduced it in a huge enterprise WAN where I work now. Hope this helps.
