What are the best tv tunner cards out there. I am looking for features as far as dual tuners, hdtv, and being able to record and puase tv.

I've had success with my ATI TV WONDER 650 PCI Tuner Card. Although, the software that comes with it isn't the best, there are several free options available.

I've also read that if you use Media Center, only HD tuner works, and you still need a separate card for NTSC. I cannot confirm or deny that report.

I've used the Happauge WinTV-PVR-350 to build a Windows Media Center PC, and I can highly recommend it. It's also a TV card that is supported by most Linux TV-DVR apps too.
