blokcing SMTP traffic on an ISP

hi guys
On these days most of the ISPs are applying policies focused to reduce spam.
It seems like blocking port 25, with its exceptions, is part of the solution.
my question is:
What else can we do on cisco's to have an optimal deployment of this solution?
and
What are the most important performance issues to look over when applying these policies?
