Job Description bureaucracy gone mad.

Where I am contracting at the moment they are merging with 4 other districts and trying to assign jobs amongst the 5 organisations each with similar departments and staff. They are running a points system and assigning points to various aspects of a persons job and by the total tally of points, those people can go for certain jobs.
Unfortunately this has led to utter madness being a public organisation and I have been reading the tech support job descriptions. I was in howls of laughter at the following two requirements for these jobs.
1) This job will involve a certain amount of standing, walking and some sitting.
2) You will be expected to concentrate for short periods.
3) You will be expected to have knowledge of the Windows operating system and certain Office applications.
Seriously. I read them with my own eyes. These are £28k ($53k) jobs !!!!
Being a contractor, I obviously cannot apply but I was almost crying with laughter reading them.
