In general, yes. There are probably exceptions to the rule though... for example, I'm not sure it's possible to run TCP/IP of AppleTalk's LocalTalk, but aside from that I can't think of any layer1/2 technology that doesn't support TCP/IP.
One of the reasons the OSI layers exist is to allow for modular development. In general, the network and transport layer (were TCP/IP is located) don't need to know anything about layer 1 and 2 functions, so in that context it is only logical that TCP/IP supports all layer 1 and 2 standards.
