Authoratative Restore Update Sequence Number

Quick question, when you mark objects for an authoratative restore it changes the update sequence number to something higher than is currently in use on other DCs. My question is, is the sequence number verified against the the current one after a reboot of the authoratative restore? How does it know if the number is higher? What if the backup is a month old and at the time the number was 50, but now the current number is 250? How does it know to increment the number to something higher than what is current?
