I was curious if anyone knew how to allow modify to a file but not allow copy. I am trying to make sure that employees can modify a spreadsheet, but not copy the file at all.

I think you need to use Information Rights Management.

This is impossible under Windows. The ability to modify a file in, say, NotePad, but not allow duplication or renaming (Save As), copying the file to a folder or drive, sending it to a printer, copying to the clipboard and writing to another file, or keep it from being FTP uploaded or emailed is not within the Discretionary Access Control capabilities of Windows--even Windows Vista.
