DHCP offer decline

Guys,
I have read the microsoft white papers regarding this. And my understanding is that a client will accept the first offer it receives and decline all others. BUT, is this still subjective to the client's "preference" on which IP it receives? I know from examining frames from wireshark how DORA work's but i can't confirm the DHCP offer process accurately.
Anyone can provide heads up?
