If I am currently studying for my MCP 70-290 Server 2003 exam (but of course dont have it yet), can I (to make my resume look better) list it under my certifications but put "working towards" or "expected 2008" or "in progress"?

I would put it more in a cover letter t5han your resume something like actively seeking your MCSA or MCSE....depending on your goals and leave certification in your resume to only the ones you actually have completed

as long as you make it clear you are working towards it or actively seeking it I think that it's fine.
